Samsung C&T Engineering and Construction (E&C) Group has secured a $2.84 billion EPC contract for a desalination and combined cycle power plant in Qatar under a consortium with Japan’s Sumitomo Corporation. The project, expected to be completed in 2029, will supply 16% of Qatar’s electricity and 17% of its desalinated water.
Samsung C&T E&C Group has been awarded the Qatar Facility E Desalination and Combined Cycle Power Project in Doha. The project was commissioned by Kahramaa, Qatar General Electricity and Water Corporation, under a consortium with Japan’s Sumitomo Corporation.
Samsung C&T will solely manage the project’s EPC (engineering, procurement, and construction), valued at $2.84 billion, which amounts to approximately 3.97 trillion KRW (when applying the exchange rate of 1,398.2 KRW).
Meeting 16% of Qatar’s Energy Needs by 2029
The project involves the construction of a combined cycle power plant with a capacity of generating up to 2,400 MW of electricity and a large-scale desalination facility that will produce an average of 500,000 tons of water daily.
Located in the Ras Abu Fontas area, approximately 18 kilometers southeast of Doha, Qatar’s capital, the total project cost is estimated at $3.7 billion. Upon its completion in 2029, the plant will contribute roughly 16% of Qatar’s total electricity supply and 17% of its desalinated water.

Samsung C&T has been consolidating its position in the Qatari market with the largest solar power plant in the country and a KRW 2.8 trillion LNG project. There are high expectations for additional orders in the future, especially as the Qatari government plans to expand its capacity to meet the growing electricity demand.

- Qatar Umm Al Houl Fresh Water Power Generation
Power plant project completed by Samsung C&T in 2018 under an EPC (Engineering, Procurement, and Construction) contract awarded by Kahramaa. The facility delivers 2,520 MW of combined thermal power and produces 136 MIGD of fresh water.
- Qatar Solar Project (QEIC)
A large-scale solar power plant that spans 10 square kilometers. Qatar Energy contracted Samsung C&T to handle the EPC work and is located 40km south of Doha. The facility has a maximum power output of 875.53MWp.
- Qatar LNG Facility (NFXP EPC-2)
Samsung C&T is executing an EPC contract for a new LNG facility which is located inside the Ras Laffan Industrial Complex in Qatar, roughly 80km north of Doha. The project includes building three 187,000m³ LNG storage tanks, three loading facilities, and transport pipes and is set for completion in 2025.
- Qatar Lusail Suspension Bridge
In 2018, Samsung C&T completed the construction of a circular suspension bridge, the first of its kind, in the city of Lusail, Qatar’s second-largest city after Doha.
